Colonel Bobby Collins is the Law Enforcement Bureau Chief for the Gadsden County Sheriff’s Office.
Colonel Collins background entails service in the US Army’s elite 82nd Airborne Division, as a US Paratrooper, Colonel Collins received several distinctions and accommodations during his service in the Army. Colonel Collins also served in the Florida National Guard. Colonel Collins earned a bachelor’s degree from Saint Leo University. He has over 30 years of Law Enforcement experience. Colonel Collin’s law enforcement career began in 1991 with the Florida Highway Patrol.
During his employment with the Highway Patrol he excelled in many facets, functions, and assignments. These areas included oversight and command of a 30-man Special Response Team, criminal investigations, internal Affairs and multi-jurisdiction investigations. He was assigned to the violent street crimes task forces which covered both Miami and Ft. Lauderdale. He was assigned to the robbery task force in Tampa, FL. Colonel Collins also spent time in Orlando supervising FHP’s busiest Investigative unit. In 2007, Colonel Collins was recognized by two independent organizations as FHP’s regional “Trooper of the Year!” for his handling of multiple comprehensive investigations which led to over 300 arrests. Colonel Collins has also received recognition from FDLE and the FBI for his assistance with complex investigations. Upon his retirement, from FHP Colonel Collins was chosen to lead the Office of Professional Compliance at the South Carolina Department of Public Safety. In 2014, Colonel Collins joined the Gadsden County Sheriff’s Office where he has oversight of the Criminal Investigations Division, Training and Judicial Services.
Colonel Robert Barkley is the Corrections Bureau Chief for the Gadsden County Sheriff’s Office.
As the Gadsden County Jail Bureau Chief, Colonel Robert Barkley provides leadership, administrative oversight, and operational direction for all correctional services within the Gadsden County Sheriff’s Office Detention Facility.
Colonel Barkley directly oversees the Corrections Major and Jail Administrator (Captain), who manages the daily operations of the detention facility, including security, inmate services, accountability, facility operations and ensures safe, secure, and efficient management in compliance with federal and state laws, Florida Model Jail Standards, and Sheriff’s Office policies. He is also responsible for maintaining the agencies vision.
A dedicated public servant with more than 40 years of law enforcement experience in Gadsden County, Colonel Barkley joined the Gadsden County Sheriff’s Office in November 2008. Throughout his distinguished career, he has served in numerous leadership roles. To include Chief of Police for the City of Quincy, Florida. His extensive experience in law enforcement, criminal investigations, and correctional management has prepared him to lead one of the Sheriff’s Office’s most critical divisions.
Colonel Barkley has completed numerous advanced leadership and executive training programs through the Federal Bureau of Investigation (FBI) and the Florida Department of Law Enforcement’s Criminal Justice Executive Institute (CJEI). His unwavering commitment to excellence, integrity, and servant leadership continues to strengthen the Gadsden County Sheriff’s Office while ensuring the highest level of public safety, security, and professional correctional services for the citizens of Gadsden County.
